25,000 Sign Petition to Legalize Pornography in Ukraine

KYIV, Ukraine — An OnlyFans model’s petition to decriminalize pornography in Ukraine has amassed the 25,000 signatures required for official consideration by President Volodymyr Zelensky.

“It is time to stop hunting people for victimless activities, to remove cases against OnlyFans models from criminal prosecution, and to finally align our law enforcement practice with the principles of a rule of law, where what harms no one cannot be a crime,” writes OnlyFans model Svitlana Dvornikova, who published the petition on June 27 via the Ukrainian president’s electronic petition page.

The petition asks Zelensky to support draft law No. 12191. As XBIZ reported last year, Ukraine’s parliament, the Verkhovna Rada, registered the bill in November 2024. Its provisions include decriminalizing the creation and distribution of pornography — an activity that currently carries a prison sentence of three to five years.

Dvornikova notes that she has paid taxes to the state for years from her OnlyFans earnings, only to face possible criminal charges — as well as hints that she could bribe officials to avoid such charges.

“The current legislation creates a breeding ground for corruption, and some law enforcement officers are reaping the harvest from this field, making money on artificially created cases against people who have harmed no one,” she argues.

Dvornikova notes in the petition that OnlyFans models pay more than $1 million into the state budget each year.

“I want to pay taxes and help the economy of Ukraine, but my state is making a criminal out of me,” she writes. “I ask you to stand on the side of justice. Let’s take another step from the Soviet legacy to the modern free world.”
